Descriptions of interested area, sub-area (if considered), pilot area in details

  • General description of the area including the pilot area
    At the geomorphological level, the Bologna-Modena area is characterized by “conoids” (i.e.: amassed sand and gravel which has been moved by rivers coming from Appennine Mountains) which make the soil permeable. The soil supplies the water bearing-stratum and consequently contributes to its vulnerability in case of the presence in the soil of pollutants, especially the agriculture related ones.As far as settlements are concerned, the area’s settlement density level is high and also relevant production activities takes place there both manufacturing ones and those relating to the transformation of agricultural products.Its location makes it part of the National interconnection corridor which goes from the Appennine Mountains to the Adriatic Sea and it includes: A1 and A14 highways, the railway Piacenza-Rimini and a stretch of the high speed highway Milan-Bologna-Rome. Consequently, the area has a key role of integration of the region within the National and European contexts. Besides, along this area also the “Via Emilia corridor” is located. Via Emilia is characterized by high-intensity exchanges and high density settlements.The complexity of the transportation infrastructures is increased by the widespread local network, by the urban beltways (Bologna and Modena), by the scheduled further widening of the Modena beltway – which is expected to reach Castelfranco Emilia – and by the new interconnection Bologna-North.
  • Description of specific pilot area (including physical, economic and social conditions)
    The pilot action will take place in a district of Modena city which is still to be identified.As a matter of fact, the district is characterized by the presence of disused industrial buildings, limited services for the citizens and public areas. For these reasons there is a strong need of works of urban integration to set up urban arrangement and building renewal programmes.The works which will be made on the buildings, the public spaces and the road system will have to improve the environmental quality, the urban appeal and the development of the internal and external relations of that specific district.

  • Social and economic conditions
    The concerned area is among the more developed areas at the regional and European level as far as its socio-economical development is concerned. The local economy is based on the manufacturing sector, especially ceramic, which contributes to make Modena province a key productive centre within Europe.In terms of occupied space, the industrial settlements can perfectly balance the agricultural area and the province has the highest industrial density within the region, with some 150 workers/kmq.
  • Environmental conditions
    Despite the presence of some of the bigger rivers in the region, the high density settlements which characterize the area of the pilot action have reduced the space for natural environment. Besides, the development of man-made infrastructures has a negative impact on landscape and makes it stronger to elaborate politics aimed at: integrating the metropolitan areas of Modena and Bologna; decongesting the central areas and mitigating the environmental alterations linked to the critical traffic conditions (air and noise pollution) which have negative consequences especially on children and old people’s health; improving the connection infrastructures and the public transportation.In the areas where buildings are present almost without interruptions, the limited green spaces show the non-urbanized areas which are left and which should be preserved. Buildings (both houses and production related buildings) have spread especially along the main road axis and this makes it difficult and/or expensive for the Public Admininistration to guarantee services to the citizens.
  • Main climatic -meteorological characteristics and phenomena in the pilot area
    The climate is sub-continental with strong difference between summer and winter: summers are hot and muggy and winters are cold and long. The urban area is usually hotter and dryer than the rural one. The biggest temperature differences are in the night and go from 2° to 8° C especially in the summer.Also the differences of relative humidity are bigger during the night, but often in winter during the day they are remarkable. During the last 20 years the climate has undergone a strong change if compared to the period 1961-1990: the average temperature has increased (+1,1 °C) and the maximum temperature as well (especially in summer, + 2 °C) and changes have been registered with regards to seasonal cycle and the intensity of rainfall.

    The instruments for municipal urban planning following the regional and provincial planning orientations regulate the actions for the improvement of buildings energy efficiency, reduction of pollution and improvement of environmental quality.

    Mitigation of UHI phenomenon through the definition of appropriate construction requirements and standards coherent with urban quality.

    The action will not have specific impact on the agricultural territory. The pilot action will be implemented in a urban area and will lead to the elaboration of a urban planning instrument.
  • Report how the different level of stakeholders will be involved in the pilot action
    The participation process will be defined together with the involved actors: local administrators and technical experts, associations and university.
