Descriptions of interested area, sub-area (if considered), pilot area in details

  • General description of the area including the pilot area
The considered area is constituted by a complex and articulated territorial metropolitan unity, interested by the phenomena of urban areas transformation, infrastuctures, industrial areas, agriculture lands that may be cause and/or effect of urban heat islands. The phenomenon has been identified in Italian cities by the yearly report of the environmental association Legambiente.
Upon this area in particular the aims are related with the network systems in the metropolitan area to enforce and evaluate:

    • the mobility network (road, railway, water and air routes)
    • the knowledge network, constituted by the cultural poles in training and research
    • the metropolitan level network services
    • the production network, articulated on Marghera, the industrial area of Padua and completed with the excellence poles, especially the shoes industry district of Brenta
    • the network of sport facilities at upper municipal level
    • the network of hospitality and knowledge of territory, with the different touristic poles and the historical elements linking the territory (water ways, green spaces, archaeological areas)
  • Description of sub-areas
    Metropolitan area of Padua
During the last 30 years Padua suffered an evolution that deeply changed its structure, redesigning the borders of a territory characterized by a strong integration with the surrounding municipalities.Today the integration between the main municipality and the area around is very narrow, both for the social and cultural relationships, and for the economic relationship. For the citizens the level of relationship with the facilities provided by other surrounding municipalities is relevant; the sense of belonging to their community assume a different perspective.Nowadays the city is an urban continuum with the surrounding municipalities, sharing the same problems in terms of mobility, urban planning, environmental protection, social services. Padua have a new territorial dimension, a metropolitan area requires a more complex vision of policy design. The present challenge is to update this kind of development towards a new highly inclusive approach.Urban and agriculture area of Brenta riviera
The Brenta riviera is an urban, historical – landscape area along the Naviglio Brenta, starting in Stra and arriving in Fusina (Venice lagoon); it include the villages of Stra, Fiesso d’Artico, Dolo, Fossò, Mira, Oriago e Malcontenta.
In a wider sense, speaking about the Brenta Riviera we also refer to the entire area of Dolo, including ten municipalities of Venice Province (Campagna Lupia, Campolongo Maggiore, Campognara, Dolo, Fiesso d’Artico, Fossò, Mira, Pianiga, Stra and Vigonovo). The water path played a relevant role as communication link between the Venice lagoon and the Padua area. The area is characterized by the presence of several villas built between the XVI and XVIII centuries by the noble Venician families.Metropolitan area of Venice and the islands of the lagoon
Venice is the first municipality of the region both in terms of population and extension. The city of Venice has been over a thousands years the capital of Venice Republic.Because of its urban structure peculiarities and historical heritage is considered one of the most relevant city and with its lagoon is included within the UNESCO heritage. The municipal area is extended on the most part of the lagoon and also on the mainland, including the metropolitan area around Mestre. The climate of Venice is the same of Padana Plain even if mitigated because the proximity with sea.

Venice and its island: metropolitan area along the lagoon border with a local economy oriented to industry (petrolchemical); islands oriented to tourism, university, international level cultural economies
  • Environmental conditions
Padua: metropolitan area highly ruined because of the strong urbanization, the new infrastructures, in the past deply equipped with urban canals and gardens now in part disappeared;River Brenta riviera: linear urbanization with relevant presence of parks and gardens along the river and agriculture area.Venice: metropolitan area along the lagoon border highly damaged by the urbanization; the lagoon system as a wetland with an hight environment, landscape and ecosystem value.
  • Main climatic -meteorological characteristics and phenomena in the pilot area
    To be defined

Specific need and climate protection initiatives developed in the area (eventual)

  • Specific needs of the area
Padua: improving the environmental and urban climate quality, mitigate the mobility infrastructure impact in the urban area.Brenta river riviera: improve the consideration of historical landscape defining solutions to reduce the traffic along the local road, improving its functtion of urban networking, social and cultural visiting.Venice: save the lagoon environment, limiting the impact on urban environment of the tourism pressure (also with limitation)

Main redevelopment indication, expected results (also positive effect on other sectorial polices), local involvement

  • Redevelopment indications, planning tools to be implemented, main guidelines to develop the specific project
    To be defined
  • Expected results
The expected result is to analyse the effect “urban head island” in the area to define a range or actions to reduce seasonal heating phenomena within the built environment.A number of urban areas suffer from absence of green areas, water canals, open spaces favouring the heating emission till the late night. These conditions force the use of air condioning systems improving the living condition indoor but incrasing the amount of heat to be dispersed by the urban area after the sunset.
  • Describe how the expected results of your PA can positively affect the environmental and agricultural policies in your region
The expeced result is to reuse the natural element in this territory (rivers, wetlands, agriculture areas, woods) to structure a settlement model based on the historical existing urban area. The model can be applied to restore the derelict urban areas.
  • Report how the different level of stakeholders will be involved in the pilot action
A first survey will include the best initiatives promoted by the local authorities where the pilot area is located.Meetings with local authorities, NGO, representatives of civil society and involvement of technicians and politicians in the defintions of the possible action.
